24 hr surveillance sucks but occasionally it sucks for the right reason.
The problem is going to be convincing people that "ordering the detail to park their massive bullet-resistant tint-windowed FBI-plated SUV in front of the house of the neighbors you hate" constitutes 'intimidation' while media showcase an army of people mocking the very idea.

There were reports that Trump used Secret Service personnel to collect "rubber chickens" at a Libertarian Party event. Perhaps abuse of Secret Service personnel should be the subject of a wider investigation.
