My understanding is saying the "pandemic is over" doesn't mean "COVID is no longer dangerous/problematic," rather "it's endemic ('manageable.')" Unfortunately, however, MOST people hear "the pandemic is over" and think that means "I don't have to care about COVID any more" - which sucks =\
