New York requires landlords to provide heat in the winter, but not air conditioning in the summer. At least not yet. By building or renovating to the Passive House standard, property owners can easily and inexpensively provide tenants with comfortable apartments year round.

I think this is where a lot of the confusion comes from for Biden defenders. that’s not the real post-debate conclusion. the narrative is that Biden was trailing Trump before the debate and his poor performance harmed any chance of him reversing that trend. that is the argument: he cannot campaign.
