There's a lot of ambiguity for sure. Since Congress does the impeaching, if the prez has a lot of fans there, they won't convict him (you can impeach someone without convicting them, which is more like a slap on the wrist.)

It's not total immunity, only for βcoreβ presidential actions. He can still be impeached (though it didn't do any good last time).
