I once lived in an apartment with all maintenance done by handy man living on site. They once removed my bathroom ceiling fan because water was leaking from upstairs, and simply replaced it with ceiling. Since it was an interior bathroom where was it supposed to vent to? Didn’t that violate code?

Painting over the air filter isn't so bad. I would have done that too. Who knows when it was last changed, and it's useful for keeping the paint out of the HVAC system. NOT REPLACING IT is the real crime. THAT is squarely on the landlord/property manager. You should complain for a rent deduction.
