Because of a) control of wealthy spaces that are the sites of protest by wealthy (conservative) people/institutions, b) pressure from state legislatures and national politics, c) many mayors of blue cities are tough on crime democrats who ran pro-police anti-left primaries.

Historically a big part of it is by increasing the states' capacity for reactionary violence it aims to protect it's monopoly on violence and discourage mobs from doing the same. It sent a message that "those people" will still get hurt and you can sit home and watch it safely on TV.

I don’t know. I know my liberal center city of 190k has cops that hide good and even /progressive/ things they do from us. Like firing a really shitty cop for being transphobic. But you know the county is red… makes sense to hide stuff you think you might be threatened for.

Where I live, we elected a city councilor to rein them in, and they tried to frame her for a crime. They did it super poorly (like, they chose a vehicular crime, and said it happened while her car was at the mechanic), but I think the chilling effect worked anyhow.
