Implementation is all that any policy actually is.
When you see some behaviors leading to arrest and prosecution one night, as part of a protest against police violence, while the same behaviors the next morning are tolerated as mere tailgating, it's not the behavior that's being punished.

I am genuinely baffled at how badly so many university administrators are stuffing this up. They looked at UT Austin and Columbia and said "yes, we want that for our campus, but more violent."
What do they think the long term effects will be on campus culture after they shoot at their own students?

Went over to the other place to talk about supporting free speech and peaceful protesters, to reject violence against protest. A lot of cranks, but what struck me most is that the silence of the "absolute" free speech folks on the right is really quite striking, but not at all surprising, isn't it?
