For my money, the ACA is a greater legislative achievement than anything Biden has done, and it's still a conservative compromise. But working through these Democratic apparatchiks, Obama got bogged down on the recession and elsewhere and his momentum stalled out.

My take is Obama started out with energy and a sense of purpose and had to contend with the sheer conservatism and laziness of his own party and obstruction from McConnell, as Republicans don't respect the "gentleman's agreement" Democrats think exists between them, especially with a Black man.
