I will say one thing for the utter feckery of late stage capitalism: it makes teaching how hideous the personalities of the Late Roman Republic were so much easier. You get much less of the 'but Caesar was doing it for the good of the people!' responses.

You’re right, the police are civil servants. But the the CPS are not police. There’s the solicitor general (lawyer, not police) answerable to the elected attorney general. The police fall under the police minister. Rape is an indictable offence so CPS handles not PPS (police prosecution service).

IMHO there’s enough seriously dodgy stuff he’s admitted to / on previous record before we get into the questions of foreign legal systems and how they do/don’t work or the questionable reliability of TERFs.

The crown solicitor is a civil servant (ie not employed by the police), and in Aotearoa the crown solicitor’s office hires private lawyers for advice. Sure police decide whether to bring charges.
