“Do not use your phone to answer phone calls” is not advice as much as it’s a condemnation of regulatory inaction that has led a vital means of communication to ruin.
I used to send all unknown numbers to spam, but unfortunately a few people I have to talk to block their numbers.
Luckily I usually know when they are going to call and everyone else gets sent to VM.
I have a kid. If he's not at home, you can be damn sure I'm answering at least local calls, even if I'm pretty sure it's spam. Not answering the phone is not really an option.
Wild to think we can't use a thing so vitally necessary to everyday life. I went two weeks without a phone and I couldn't get paid, couldn't talk to my two bosses, couldn't be in contact with the person I rideshare with. But everyone wants to contact me about my supposed Comcast account.

While I agree, this is a problem that requires international cooperation to solve. I can’t speak for the U.S. but a significant portion of scam calls in Canada originate overseas.
When countries can’t even agree or coordinate on simple common sense things, I’m not holding my breath for this.
"led a vital means of communication to ruin" - this also applies to email, text messaging, social media, and every other means of communication between persons and within groups, when it can be usurped/"enshittified" by outside interests for their own purposes.
