My only guess for tailors would be poverty. Looking at census entries from the 19th century, you see a lot of women still living with their parents entered as "tailoress", or occasionally "pauper tailoress". Like it's being used in a context where you might have expected "seamstress"...
I'd say the only widely recognised rural English accents are West Country (especially Somerset) and perhaps Norfolk, which are also the areas with an established stereotype of rusticity.
This doesn't wholly match, as northern England, in both demographic reality and popular image, is largely urban and industrial or post-industrial. Its widely recognised accents (Scouse, Manc, Geordie) are essentially urban, with the exception of Yorkshire, which spans the urban-rural divide.
