The outline is my safety net. It's there so I feel free to explore the tangents and alternatives that crop up while writing and that never would've occurred to me at the planning stages. If it turns out the alternative isn't as good as I hoped, that's fine, cut it and go back to the outline.

To varying degrees. Personally, I always know where the story will end and the outline mapping out how events/decisions will lead characters from the start to that end. But just as the map is not the terrain, the outline is not the story. All kinds of unexpected things will crop up when you write.
