Chevron says--quite reasonably!--that when an agency has a cross-cutting grant of lawmaking authority in its enabling legislation, it gets to use that to clear up statutory gaps and ambiguities because that is (duh) basic to implementation of the statute.

That history points up the sheer variety of party visions, purposes, and organizational forms in U.S. politics, with facets combining and recombining in new ways under shifting circumstances. Recurring patterns of party help in turn to reveal what's missing in our hollowed era.

But there's more! Thinking through the origins of hollowness led us to rethink how parties work, which in turn took us back into history. And so this book about modern party hollowness is ALSO a history of the multiple traditions in American party politics, back to the Founding.

Because (like most political scientists), we view parties as both central to and essential for democracy, we view party hollowness ultimately as a problem for democracy. And we offer some prescriptive thoughts about what party renewal would look like and how we might achieve it.

Modern parties are organizationally top-heavy, civically unrooted, swamped by outside paraparty entities, and unloved and underlegitimized by even those most engaged in politics. This hollowness manifests asymmetrically, rendering Democrats ineffectual and Republicans dangerous.

What do we mean when we call contemporary American parties hollow? Simply that, for all their activity and for all their seeming dominance over a polarized age, they show a profound incapacity to organize collective effort either internally or in the broader political arena.

Steve Tamari is my colleague in the SIUE History Department and a friend. Steve is a devoted, caring teacher, a family man in his 60s, and someone who has always advocated for students, especially international students. He was hospitalized from this attack. I hope for Steve's swift recovery.
