Yes, 100% agreed. Our current upstairs neighbours are of the stomp-stomp variety (a kid who's constantly sprinting back and forth across the entire apartment all day long). Our last neighbours were the "blast music so loud we couldn't hear our own tv" variety. They were far worse.

Depends on the volume and the timing for both, tbh. I've had neighbours who had sex at moderate volumes, at decent times. I've had neighbours who never shut the fuck up, and at horrible fucking times (pun intended). Neighbours whose sex sounded like they were slamming the furniture around.

I have benefits that have competing requirements. One benefit requires that I make a certain amount of money, or else they pull it (no, they won't tell me how much I need). Other benefits penalize me if I make any money. No, they won't tell me how much is too much. It's all a fucking nightmare mess.
