I'm also pro senate reform but in theory they do provide a back stop against tyranny. They can't stop a bill from passing but they can slow the process and make the government go through a lot of noisy procedural steps. It's not foolproof but it's something a budding autocrat has to deal with.

Canada has had minority governments on and off especially in the last 20 years. It's more difficult to get some legislation passed as you can't just crack the party whip but that encourages collaboration and horsetrading. It's not deadlock, it's just politics.
