Additionally, no one seems to question why Trump presented this idea to a group of millionaires rather than to the workers who rely on tips. The reason is clear: the plan benefits the owners more than the workers.

If trump (or biden) really cared, they'd amend the laws to force the states to stop allowing employers to deduct average/expected tips from workers' minimum wages Just putting it out there.
