Part of the reason that dropping aid from planes is inefficient is that it's massively inefficient compared to other ways of delivering aid. This is because people will generally let your aid truck in when they won't let your bomb-delivery truck in.

On th subject of efficiency, I've been wondering why we're doing the drops with C-130s rather than C-17s which hold 3x as much cargo. Probably for the same reason that the Berlin Airlift was mostly done with C-47s - it's the plane we have the most of in the area and ready to go.
