We used to have less court districts too! We have expanded the amount of court districts without expanding SCOTUS which oversees them (and has justices that have responsibility over a district or two). Why not just expand the court to 13 so it's one to one again?

Nobody is gonna be perfect, but candidates will compete for votes that actually are available. If more people participated then less people would feel like the candidates are shit, ironically. You don't participate and help push to your side the whole thing can go the other way more.
