You can simplify a large chunk of RA planning to "when & how high is peak net load (load minus wind and solar)?". If loads will increase during that window of time (often ~4-8 PM), the utility needs to build more power plants. If loads increase at other times, supply is usually not a big deal.

Electrical engineer in the utility industry here, hi! You're talking about what we call "resource adequacy," and it's really nothing new. The energy transition does complicate RA planning, but lots of smart and experienced people are working very hard to make sure you don't have to worry about it!

It wouldn't be very hard to convincingly make that argument, I'm sure - I imagine it would be a fairly similar case to why private developers aren't allowed to build thermal plants in NE. Do you feel the same about privately-developed renewables? Those are allowed in NE, including hybrids.

I'm not seeing any public articles on this, but there's an interesting fight in Nebraska over allowing IPPs to build energy storage projects (currently disallowed by law). An interesting twist, to me, is that the utilities working to protect their monopoly rights here are public power entities. 🔌💡
