I know of an MD who was convicted of federal fraud, so I know at least one thing a person with an MD can do, despite being unable to get a medical license or practice medicine: they can work for an insurance company, reviewing (ie denying) claims. They need MDs for that, not actual licensed doctors.

I work in IT and see my share of HIPAA violations. The one thing they have in common is they are invariably unintentional. (The most common is probably medical data being stored incorrectly.) There is a special place in hell for anyone that would maliciously violate someone’s medical privacy.
